London — Vienna, Vancouver and Melbourne are the best places for expatriates to live, according to a "hardship survey" by Britain's Economist Intelligence Unit.

Five Australian cities ranked in the top 10, while Port Moresby in Papua New Guinea was named worst pace to live in the poll of 130 urban areas, edging out Karachi, Pakistan, and Dhaka, the capital of Bangladesh.

The survey by the business information arm of The Economist magazine measures factors including health and safety, culture, environment and infrastructure.

London ranked 45th and New York 51st in the survey, released Feb. 5. An appealing climate and low crime rate helped make Honolulu, Hawaii, the highest ranked U.S. city, in 19th place.

The report's editor, Jon Copestake, said overall hardship levels were stable, with continuing concerns about terrorism and security offset by improving infrastructure in many developing countries.
